No, it's not, it's on patreon now.
But the 1.41 version is messed up. He removed the "step by step" mode, and when using it forcefully (from config file) the export is too fast and ouf of sync of the original video/animation... Very sad about that.

You should stick with 1.39 if you can, because it's the latest version that works as expected.
