[github actions template] Pin vmImage to 2025 or latest

### Details about Problem

https://github.com/nanoframework/nf-tools/pull/100 pinned the vm-image version to 2022, just incase of possible issues with moving to 2025.


### Description

Once the vm-image has been battle tested, we should attempt to move back to latest (or re-pin to 2025)
