Update paths in the clipping app to point to a new subdirectory on the bucket

As a part of our work moving everything to behind the LB-based WAF, we'll need to update the clipping app so that files added to the bucket are within a subdirectory, e.g. clipping-results.

Whatever the final directory name is, the LB routing rule will need to use the correct subdirectory name.

At least for now, I created a LB rule for /clipped/* pointing to the clipping results bucket.

Changes for this were implemented in #189 but we are waiting to deploy the changes to the cloud function until we deploy the latest changes on master to prod.

A patch for #189 correcting the bucket path / subdirectory syntax was added in #192.

The updates to CKAN and the cloud function implementing this change were deployed to prod on 2025-12-10.
