Use Terraform directly and not Cluster Toolkit

Google Cluster Toolkit has been great to get started with, but it makes things difficult trying to share configuration between the blueprint files and terraform files. I think it might be easier going forward to directly include the HPC terraform modules from the Cluster Toolkit repo, and skip the blueprint file.
