Clock State in RTK

RTK and Clock state

The current implementation does not resolve the clock state when using RTK navigation. 
Providing a new interface, it should be possible to solve it in case we know the absolute clock state of the remote reference.
Which can either be the case or not.

We should attempt to fulfill this case. It would also potentially make the RTK run closer to the PPP run.
