Navigation Fit Interval Flag/Value

There is a problem in the definition/handling of the Fit Interval flag, which apparently should be treated as a flag (like many other fields),
and can be equal to 0 with meaningful information.

We should allow FitInt to be equal to 0. Providing abstraction for this field will naturally fix that topic.
