Bump API version to 1.11

Hello. A big thank you to everyone who made and contributed to this great library!

I bumped the version of the API used in this library to 1.11.0. In addition, various improvements were attempted.

My fork is here: https://github.com/ulagbulag-village/onnxruntime-rs/

However, many parts have been changed (perhaps outside of the contributors' intentions).

• Make Session::run can get heterogeneous tensor types
• Make Session::run logically thread-safe
• More platforms support (especially native macOS aarch64 support)
• Remove duplicated features (i.e. Arc<Mutex> then &mut self, rather than &self)
• Remove pretrained model download feature (how about adding it as a separate addon?)
• Remove unnecessary mutable variables
• Remove unnecessary tensor Copy
• Serde support (optional)
