[ENH] - Allow plugins to add to jhub apps Quick Access section #3141

Imagine I'm writing an MLflow plugin and I want MLFlow to show up for users in the quick access section as well as the Services list on the left as seen in the image.
It's not configurable for Nebari plugins currently, but would be nice. Configuring this would require edits to JHub Apps as well as Nebari.
