Duplicated ImageScaler class #12

What steps will reproduce the problem?
1. Locate ImageScaler in com.bbn.openmap.image
2. Locate ImageScaler in com.bbn.openmap.util
3. They are the same
What is the expected output? What do you see instead?
Shouldt need to duplicate code, but it is actually dupped.
What version of the product are you using? On what operating system?
5.1.8b
