Create Active flag for Committee members

Currently, after registering a candidate and burning the necessary GAS, your node will be registered and able to receive votes, as well as act as a Consensus Node.

For the latter role, as a Consensus Node, you should have dBFT Plugin enabled and synced in order to act as consensus actor.

I suggest the creation of a flag that each committee member can (it can set for itself) set to active or inactive.
So, even if voted, inactive nodes will not be called for generating blocks and act as Consensus Nodes. Another node will enter instead (using the same voting rank) until that not is inactive.

This is interesting for maintenance and other possibilities.

I think that they are similar but different.
What I mentioned here is a status explicitly defined by the node itself.

But they can be defined in the same proposal as you mentioned.
