Make NEO divisible - Second Try

Recent comment of @dahongfei on X (https://x.com/i/status/2015806106442870932) highlighted the importance of making NEO divisible for some exchanges listing, such as this case of Coinbase.
Furthermore, there are several other improvements while doing this that were intensively presented on other issues.

In terms of Economics it does not change much, Mathematics is Mathematics, making something divisible does not change total supply neither who owns it.

Furthermore, being divisible increase inflation due to consequent LOST fractions of NEOs... =/ Sad but true.

So, I am reviving issue #2118.

I would like @neo-project/core @erikzhang attention on this matter in order to push this forward.

For me it's totally fine, we should check if the it's viable convert all the balances one time, or do it when it will be used. If it doesn't spend too much, i prefer the conversion during the fork activation. But I wonder to know why bNeo is not listed if it's divisible.

It'd require a new token contract, NEP-17 forbids these tricks. And it's very hard to push to the outside world, everyone (exchanges/wallets/whatever) is used to NEO being indivisible already (and with some specific contract hash). So the cost of implementing it is very high.

Conceptually to me it's still the same as wanting to buy 0.5 AAPL. But I agree that with N3 technically it's not so critical wrt GAS generation (it has some roundings already that Legacy never had) or even voting.

My main problem here is that I'm not sure it'll change anything wrt NEO usage/value.
