Biome configuration discovery supports home dir

### Description

Biome's configuration discovery supports a global config file in /home/user/.

More recently they have merged (but not yet released) support for global config in /home/user/.config

It seems, for me at least, that I cannot get Biome to load using nvim-lspconfig using a global config file. It requires me to have configuration file in the project/workspace.
