Support abandoning signed funding channels by carefully monitoring those signed txs on-chain in the background

I am currently working on this issue. Here is my plan and the progress update:

• Forbid abandoning a signed funding channel feat: forbid abandoning signed funding channels #633
• [NOT STARTED] Support abandoning signed funding channels again by carefully monitoring those signed txs on-chain in the background
• Handle the failures for unsigned funding channels and abort the funding automatically on failures feat: close funding channels on failures #669
• Send p2p message TxAbort to notify the peer when aborting the funding. Also abort the funding after receiving the TxAbort message. feat: close funding channels on failures #669
• [IN PROGRESS] Add timeouts in the funding workflow to automatically abort the stuck funding
• [NOT STARTED] Abort funding on permanent send_tx errors, such as script verification errors
