cmdstanr Warning During Build

When building the package, the following warning is issued:

'::' or ':::' import not declared from: ‘cmdstanr’
'loadNamespace' or 'requireNamespace' call not declared from: ‘cmdstanr’

You were right @taraeicher, we need to put back cmdstanr in suggests.

Issue resolved with #386. This is a workaround to avoid needing to add cmdstanr to Suggests, which could cause issues with Bioconductor as you mentioned @marouenbg .

@taraeicher can you push to Bioconductor and see if the warning on Bioconductor disappears? It has to be passing for them to let us back in.
