Cannot create a Network without a group

Describe the problem

It is not possible to create a Resource of a Network without a group despite the API supporting it in 0.59.7

To Reproduce

Steps to reproduce the behavior:

1. Go to 'Network '
2. Click on 'Add Network'
3. Name your network
4. Click on 'Add Network'
5. Click on 'Add Resource
6. Name your Resource
7. Add an address

Expected behavior
"Add Resource" should not be disable.
