Proposed functionality

Description:
At present, the HorizontalPodAutoscaler (HPA) configuration for NetBox only partially addresses scaling. This limits elasticity and may lead to under-utilization of resources or degraded performance under load.

Request:
Extend the HPA settings in the Helm chart to fully support both scale-up and scale-down policies with configurable thresholds.

Use case

Dynamic scaling in both directions improves efficiency and resilience. Allowing NetBox deployments to scale down conserves resources during idle times, while scale-up ensures responsiveness under traffic spikes.
