migrate.py error for topology plugin

I followed the steps detailed here to install the topology plug-in, but when I run the migrate script I get the following error:

Steps I took to install the plug-in

Switch to venv:
source /opt/netbox/venv/bin/activate

Installed v3.40 as netbox is running 3.5.3:
pip install https://github.com/mattieserver/netbox-topology-views/archive/refs/tags/v3.4.0.tar.gz

added the plugin in the config:
Enable installed plugins. Add the name of each plugin to the list.
PLUGINS = ['netbox_bgp',"netbox_topology_views"]

Run migrate.py:
(venv) [root@netbox netbox]# python3 manage.py migrate netbox_topology_views

Slight progress, it says the plug-in installed but then I do migrate, it says it cannot be found.

fixed, had to be root user to install the plugin
