Fresh install and the url just produces this (help): /login/?next=/media-failure/%3Ffilename%3Dsetmode.js

So I am following the guide here:
https://netboxlabs.com/docs/netbox/en/stable/installation

Issue: when I go to the website url for the netbox install, I just get https://(WEBSITEURL)/login/?next=/media-failure/%3Ffilename%3Dsetmode.js , and it just keeps reloading to that url, with nothing resolving on the screen. I have tried googling around, but I cannot seem to get anything working from the things I have tried. If possible, could someone help me figure out how to fix my issue? Thank you for your time.

I am using ubuntu desktop Gunicorn and ngnix. With that said, I did try gunicorn and apache2 as well, and got the same issue.

Python 3.12.3
PostgreSQL 16.4
Redis server 7.0.15

ok, so i re-ran the sudo /opt/netbox/upgrade.sh , and that got it working. I swear I ran it per the instructions at an earlier point. I even up arrowed through my command cache, and I totally see it was there... I am baffled. Did I just not run it? does it need to be run twice? did I run it at the wrong time the first time?
