upgrade.sh freezes during "Removing stale content types..."

This a fresh installation on Ubuntu 22.04 and it keeps getting stuck at the phase Removing stale content types (python3 netbox/manage.py remove_stale_contenttypes --no-input)....

There is no error, it just hangs here. Running in verbose mode provided no extra information. Tail of output in case it's helpful. I've seen a few discussions where users see errors relating to this and they all pointed to DB issues. I removed postgres entirely and did a fresh install, same results.

I did not create the netbox user as a system user. The install completed once I fixed this.
