Trouble with permissions

Hello guys, can you tell me, i have for example 2 cities: London and New York, i wanna that users from London can create, delete etc only London and region from this city and exactly the same with New York. And users from London cannot see whats going on in New York regions. I have created a tags "newyork" and "london" and assigned this for users. Then, create a permissions (below picture)

When user wanna create a Site, for London he cannot, but in permissions i pick almost all. And i wanna that user from London can assign tag which he create (or admin created) (example "london"), and user for New York cannot see what in London.

Or Admin have created in advance this tags for different users. If possible user can pick only specified (by admin) tag example "newyork".
