Custom Objects Always as a Plugin

Is the current intent for custom objects to be a plugin long term or will it be merged with NetBox sometime during the 4.4.x release cycle? As I read the various release announcements for custom objects I'm interpreting it as it'll be part of NetBox by default and not a plugin but with the release of 4.4.0 I'm questioning my interpretation.

The intention is to keep Custom Objects as a plugin as this allows us to make updates on a different cadence to core NetBox.
