Introducing netobserv-libs ?

This topic is to discuss if we want to create a new netobserv-libs repo that may hold code for various shareable items. And if so, to discuss what to put into.

Note that we currently have some (harmless) import cycles between agent and FLP. This could be a way to break those cycles, by exporting some of the common stuff into this new lib.

Things I could potentially see in the lib:

• Operator's narrowcache, especially if we want to use it in FLP as discussed here flowlogs pipeline memory consumption large clusters. flowlogs-pipeline#641 (comment)
• Our default server settings are currently duplicated in several places (e.g. in flp https://github.com/netobserv/flowlogs-pipeline/blob/main/pkg/server/common.go)
• Protobuf definitions ? (Currently defined in Agent, used in Agent & FLP)
• OCP Dashboards generation lib? This might be useful for other projects. E.g. if we plan to bring enhancements on OVN/Ingress dashboards and that they become more complex, requiring a programmatic generation. But as of now I don't see any imminent need.
