chore: remove flaky CodSpeed benchmarks from CI (#507)

## Summary
- Removes CodSpeed benchmark workflow (`.github/workflows/codspeed.yml`)
- Removes associated actionlint runner config (`.github/actionlint.yml`)

CodSpeed has been unreliable and is causing flaky CI failures.
