Description
analogous to existing InternetStackHelper.
It aggregates ScionUdpL4Protocol (sub class) onto Nodes,
and thus allows Applications on this Node to listen on and dial SCION Addresses,
which is impossible with UdpL4Protocol( base class) installed by the InternetStackHelper.
