Add general contribution/collaboration guide

As discussed offline, we want to create a general guide that can be used across all our projects, both internal and collaborative. Ideally this is something that can also be adopted by other projects in a SPEC type way.

This should replace our existing patchwork guides that we have on this website and on project specific sites.

There will remain some project-specific norms.
