Slicer week: Discussions about various File Iterator initiatives

At the Slicer week (Montreal/hybrid, 2025-06-24), there is a brainstorming sessions about how we could potentially merge/federate multiple initiatives related to file iteration:

• Slicer Case Iterator
• SlicerCART
• NA-MIC Project Proposal

Through the discussion during Slicer Week, reviewing existing solutions, and what we figured out while attempting to code the desired result, we have decided to make a new code base (CART), a framework module which allows for custom tasks to be designed and run on a case-by-case basis.

Right now its in a very bare-bones state (only one, hard-coded, example); I'm working on refactoring it this weekend; hopefully will have a "BIDS annotation" demo to show off how by Tuesday, showing how it can be used in place of SlicerCART.
