Windows keyboard events

I'm trying to find a sane way to look at Win-32 keyboard events so I can look in more detail at #2210. Ideally anything would be downloadable by a user with a problematic keyboard.

I've not managed to find a small utility to do this so far. I'm currently downloading VS Studio community to get Spy++, but that's a 10GB download which I don't think I can impose on problem reporters.

Anyone know of anything else I could use?
