[NcAppNavigation] missing `aria-label` on the `nav` element

When there are multiple regions of the same type on the page then they need unique identifiers.
In nextcloud apps we have multiple navigations (e.g. the top right user menu - which is labelled).
But the app navigation does not have a label on the navigation element.
