Federated teams

Making Teams work in a federated setup.

• A REST-style API to create teams and add all members (local users and federated users) to populate all Nextclouds with the teams
• people should be able to share with the team and everyone should get access, no matter if they are local or federated users
• Changes to the teams afterwards should update the shares automatically

Aligning with @ArtificialOwl , this is what would be the recommended approach:

• Implement using OCM to manage (large effort)
• Add a Sharing API (Requires Unified Sharing -> large effort)

We'll look into a possible middle ground to see if it's feasible for NC33.
