Switching to Cloudflare for get.nexte.st

Currently, the redirection service for pre-built binaries, https://get.nexte.st, is hosted on Netlify. As part of consolidating and hardening infrastructure, I'm going to move the service to Cloudflare.

There are several key advantages to Cloudflare:

• Wildcard support in redirects -- no longer worried about hitting any kind of redirect limit.
• No limits to fetches, no surprise billing
• Also a good opportunity to fix up account management (no longer on my personal Netlify account)

Progress:

• Create release-meta repo: https://github.com/nextest-rs/release-meta
• Update mukti to handle wildcards
• Set up Cloudflare account
• Deploy to https://get-preview.nexte.st
• Test out URL fetches against https://get-preview.nexte.st
• Update DNS record for https://get.nexte.st to Cloudflare
• Test out URL fetches
• Wait a bit for any user reports
• Delete get-preview.nexte.st from Cloudflare
• Clean up get-preview.nexte.st DNS records
• Delete Netlify config
• Clean up Netlify-specific configuration
