LSF unable to submit job

On LSF, I get error as:

Caused by:
 Failed to submit process to grid scheduler for execution

Command executed:
 bsub

Command exit status:
 255

Command output:
 Aug  7 00:25:40 2023 250484 3 10.1 System error, cannot create pipe...
 Request aborted by esub. Job not submitted.

My config file looks like:

profiles {

	minerva {
		process.executor = 'LSF'
		process.queue = 'premium'
        process.memory = '60GB'
		process.cpus = 1
		process.time = '50 h'
		process.clusterOptions =  ' -P acc_pareks02a '
	}
}

This is second time that nextflow is unable to submit a job. I understand that the queue might not be available.

Can nextflow not submit jobs on the job scheduler so whenever resources are available jobs then run for the respective processes?
