StaticRoute: prefix fails to be configured by FRR

Static route configuration failed

#### How I did it
Changed the daemon to which configs are sent.

#### How to verify it
admin@gold101-dut:$ sudo config route add prefix 42.0.0.0/16 nexthop 10.0.0.1
