pathogen/files: Add TB intermediate files

Noticed in #1257 (review) that we are intentionally excluding TB files

Since the TB workflow is now fully automated, we can revisit this.

How much of TB's intermediate files do we want to surface on this page?

1. List all available files.
   • Since TB has TBProfiler and snippy results per sample, this might be too much.
2. List only metadata.tsv and VCF file per build, similar to how ncov has regional build files .
   • This is not available yet, we would need to update the TB workflow to upload these intermediate files to S3.
3. Continue to exclude TB from the page.

I think (2) is preferable to (3)

I don't think the cached files should go on nextstrain-data, I think they'd be more suited to a non-versioned tb-specific bucket. Potentially external users could still use this cache, but that can be a secondary aim. (And this means they won't be intermediate files surfaced on nextstrain.org.)
