Create conda environment file

To make it easier for people to create a working Python installation with all required packages, a conda environment file (YAML) would describe all the requirements. Here's an example from the Bluesky hklpy package.

Could be conda-installed: https://anaconda.org/conda-forge/owlready2 and https://anaconda.org/conda-forge/pygithub
