[BUG] vegas_wpa / wpa incorrect on some end-of-half and overtime plays #561

Describe the bug

Was trying to figure out which successful FGs or extra points reduced wp over the past decade. I found many with huge negative wpa, most were either game winners or end-of-first-half FGs. Additionally, it seems that the first touchdown of overtime is being credited with too much wpa under the new rules.

Expected Behavior

I would expect the extra point kicked on the third play here to have a positive wpa, but this says the wpa is -0.4989.

Additionally, under the new overtime rules, I would not think that a touchdown on the second play of overtime would take WP up to 92%, before or after the extra point.
