Description

PDF/A is an ISO-standardized version of the Portable Document Format (PDF) specialized for use in the archiving and long-term preservation of electronic documents). PDF/A differs from PDF by prohibiting features unsuitable for long-term archiving.

We should therefore use PDF/A instead of a regular PDF/1.x.

I did some research. There seems to be no Python library that fully supports conversion to PDF/A. PyPDF can only preserve PDF/A format for files that already come as PDF/A files. Probably the best way to achieve this is to convert the PDF to PS and use gs to convert that back to a PDF/A file.
