Remove the limitation 'Policies with modifications' in NIM (#319)

* Remove the limitation 'Policies with modifications'

Created few custom policies having 'modifications block' with various 'entityTypes'. Able to apply these policies to datapath instances in NIM. Hence removing this limitation.
