docs changes for nginxaas github action improvements

nginxaas github action now supports specifying
protected files. The action also needs the
Contributor role on a lower scope than perviously
needed.

If users need to update their version of the nginx deploy action to benefit from these additional capabilities, it would be good to call out the specific version information here (I'm trying to reduce the possibility of support tickets relating to adopting this).
