Allow CPU and Memory limits to be set for `waf-enforcer` when deploying with Helm

Overview

As a infrastructure provider
I would like to ensure both CPU and Memory Limits can be set for the waf-enforcer
So that I can be sure that the waf-enforcer is not over-consuming resources

Acceptance Criteria

• CPU and Memory limits can be set for waf-enforcer in helm
• Update helm documentation
