Implementation - Rate Limit with API Key

Overview

As a platform engineer, I want to be able to limit access to my API's resourced based on attributes of my clients, so that I can offer a tailored API experience to different clients.

Acceptance Criteria

• Allow users to rate limit specific clients based on attributed of an API key
• An API Key Policy must be attached
• Policy troubleshooting docs should be updated
