Rate Limiting with Multiple Variables

As a user of NGINX Ingress Controller
I would like to be able to rate limit against multiple variables at once
So that I can create more advanced traffic management rules

Acceptance Criteria

• Allow multiple variables to be specified in the rate limit policy condition field
• Update documentation
