Selective Trace Export

As a user of NGF who operates a large environment
I want the ability to export traces for a subset of my traffic based on routes or gateways
So that I do not export and collect traces for traffic I do not need traces for.

Acceptance

• The user is able to switch from an all-inclusive tracing export model to selective.
• The user is able to select a set of routes and/or gateways to export traces for.
• Only the traces selected by the user will be exported.

I believe this is technically supported today with the ObservabilityPolicy and ratio-based tracing. Closing for now.
