Mechanism to Opt Out of all Telemetry

As a user of NGF/NIC
I want an easy option to opt out of recording and sending of all telemetry data
So that if I am not comfortable sending that information, I can still continue to use NGF/NIC

Acceptance

• A single field is configurable by the user to disable the telemetry feature.
• Any RBAC strictly required for collecting telemetry information is rescinded when telemetry is disabled.
• The field is able to be set before NGF/NIC runs.

shall we also remove any telemetry-related RBAC rules (like allowing NGF to get list of nodes) when installing NGF is telemetry is not enabled?

When removing telemetry-related RBAC rules, some care is needed to make sure this feature #1544 is not affected
