Multiple intervals with missing data when testing zero-downtime-scaling

Describe the bug
In the scaling up gradually section in the zero-downtime-scaling test, the results seem to have multiple large intervals with missing data.

1. Follow the gradual scale up instructions in the zero-downtime-scaling test.

Expected behavior
There should not be intervals of missing data.
