Improve static deployment file generation

As a maintainer of NGF
I want a tool to generate the static deployment file for tests
So that we are not using a tool, Helm, to generate a single file for deployment.

Acceptance

• A tool is included in the project for generating the static deployment file instead of using Helm

Closing this since this file will be deleted as part of the 2.0 feature work.
