HTTPRouteWeight Conformance tests are failing

The TestConformance/HTTPRouteWeight/Requests_should_have_a_distribution_that_matches_the_weight
test is failing in the main branch.

This test was updated recently-> kubernetes-sigs/gateway-api#3880

I think it is cause by -> kubernetes-sigs/gateway-api#4010

This issue should be fixed now as per @fabian4 PR kubernetes-sigs/gateway-api#4038, I think we are good to close it

Checked some CI pipeline runs and it passes.

We do have some conformance tests failing with plus. Same thing here

but its a known NGF issue
