Inference Extension: Product telemetry

As an NGF developer, I want to enable product telemetry for inference extension usage, so I can determine how popular the feature is and what type of work should be prioritized.

Acceptance Criteria:

• Product telemetry is collected to show usage
• This could be number of Routes that reference an InferencePool, or the number of referenced InferencePools
• No PII or sensitive info should be collected
• Product telemetry doc is updated to describe the new information that is collected
