Describe the bug

The setup for tracing functional test is failing on the UBI NGINX images:

  [FAIL] Tracing [BeforeEach] sends tracing spans for one policy attached to one route [functional, tracing]

To Reproduce
Run the functional tests using the new UBI based NGINX image

Expected behavior
The tests should pass
