Design Rate Limiting

As a maintainer for NGF
I want a design for the implementation of the Rate Limiting
So that I can build out the implementation with confidence
And so that I can plan out the stories for implementation.

Acceptance
A design for the implementation of the Rate limiting is created and reviewed by the team.

Could be an opportunity for us to champion something for the entire Gateway API, not just NGINX. Would obviously require a lot more work, to define a GEP and API to work for anyone, but maybe that extra effort is worth it to show more of a presence in the community.
