Clean up untagged Github packages

Every time that we run a pipeline on main, or a release pipeline, a new build for each container/chart gets pushed to the packages repo with a tag. Old packages are then untagged and no longer point to a proper version.

We should clean up the untagged, stale images from time to time to keep the Github package repository cleaner and take up less space.

Acceptance

• on some cadence, like once a month, run a scheduled pipeline job to clean up all untagged packages in the repository
